Федеральная резервная система (ФРС, "Фед")
Федеральное ведомство, созданное для выполнения функций центрального банка и осуществления централизованного контроля над коммерческой банковской системой страны. ФРС состоит из 12 федеральных резервных банков [Federal Reserve Bank], выполняющих функции центральных банков в особых округах (из нескольких штатов). Наиболее важным из них является Федеральный резервный банк Нью-Йорка [New York Federal Reserve Bank], отвечающий за международные операции. Каждый банк имеет 9 директоров, назначаемых на 3 года. В состав ФРС входят также 24 отделения федеральных резервных банков [Federal Reserve branch banks] и около 5,6 тыс. коммерческих банков, кредитных союзов [credit union] и трастовых компаний, а также Федеральный комитет по открытому рынку ФРС [Federal Open Market Committee] и Консультативный совет сберегательных учреждений [Thrift Institutions Advisory Council]. Все банки США, зарегистрированные в соответствии с федеральными законами, обязаны быть членами ФРС и соблюдать ее распоряжения; банкам, зарегистрированным властями штатов, также разрешается вступать в ФРС. Хотя во главе ФРС стоит Совет управляющих Федеральной резервной системы [Federal Reserve Board], члены которого назначаются президентом США, ФРС пользуется значительной самостоятельностью в выработке национальной экономической и кредитно-финансовой политики, в частности, занимается регулированием денежной массы, покупая или продавая государственные облигации и устанавливая учетную ставку. Система создана в 1913 по Закону о федеральной резервной системе [Federal Reserve Act]. Центральные учреждения находятся в г. Вашингтоне [Federal Reserve Building]
